He is an accredited and certified ACE Data Protection Officer (DPO) by the National Privacy Commission (NPC) and currently serves as the CIO of the Philippines’ iconic Destileria Limtuaco & Co., Inc.
A passionate innovator, Joel’s progressive, out-of-the-box ideas and tech-forward strategies have earned him recognition as one of the youngest and most influential IT executives in the Philippines. He achieved IT and MIS management roles before the age of 30. A consistent Dean’s Lister, Joel was recruited by an international company in Qatar directly after college.
He is also the developer of Ranggo Apps, an award-winning hospitality industry platform aimed at empowering service professionals, improving transparency, and raising the standard of service across the Philippines.
Technological Innovations in the Philippines
The Philippines is entering a digital transformation era—positioning itself as one of the fastest-growing economies globally. Local companies must not just grow—they must scale globally and compete on the world stage. Businesses that can capture foreign consumer interest, leverage tourism, and meet micro-investor demand will thrive.
At the center of this transformation is the Chief Information Officer (CIO)—the executive responsible for digital strategy, innovation leadership, and infrastructure optimization. The CIO drives initiatives that ensure companies stay competitive, secure, and scalable.
Joel Tiongson’s leadership has spurred the creation of several groundbreaking digital tools including e-commerce platforms, digital publishing apps, and Ranggo Apps, a one-of-a-kind hospitality industry tool that enhances service worker visibility and customer engagement through feedback systems and merit-based recognition.
Key CIO responsibilities include:
- Strategic planning and direction for IT operations, infrastructure, and innovation.
- Oversight of systems including servers, communications, cybersecurity, and online platforms.
- Leading global expansion via e-commerce, digital payments, and user experience optimization.
- Managing IT teams, budgets, and project execution.
- Reviewing vendor agreements, assessing technological talent and hardware needs.
- Guiding ISO certification, auditing, and data privacy compliance.

Trailblazer in Action
At age 33, Joel Tiongson built the Philippines’ first international online purchasing and distribution platform for Destileria Limtuaco, revolutionizing liquor sales and extending Philippine spirits into new global markets.
That same year, he co-developed the digital modernization of The Philippines Magazine International, the country’s first internationally distributed tourism and investment publication. In partnership with KA&CO, Joel brought the magazine to MAGZTER, Asia’s largest digital newsstand with over 20 million subscribers, and launched the Philippines’ first digital tourism and lifestyle magazine app.
He also developed Ranggo Apps, a pioneering hospitality industry application that empowers service workers, businesses, and customers by promoting transparency, performance ratings, and real-time feedback—helping to elevate service standards and employee recognition in the Philippine hospitality sector.
His innovations continued with the creation of Beautiful You International, an early e-commerce platform in the wellness sector, and with the strategic branding launch of Lyn Calderon, a former Suzuki executive turned John Maxwell America-trained leadership speaker.
In 2014, Joel launched the country’s first tattoo industry online portal, connecting over 500 artists and shops nationwide through a digital showcase, booking, and payment system.
Global Reach & Community Impact
Joel’s ventures have brought him into elite circles, working alongside U.S. Ambassador Harry Thomas, media entrepreneur Kareem Antonio-Jackson, and many top-tier executives and creatives.
As a philanthropist, he donates over 100 hours annually to community efforts, including serving as a coach for Empower2Play.org at Camp AK Philippines—a U.S. Embassy-supported initiative. Together with local and international partners, they mentor hundreds of underprivileged youth, providing meals, supplies, and scholarships.
