David E. Youngblood

General Counsel

For nearly two decades, David E. Youngblood has held a variety of political, legislative, and legal positions in the Federal and State Government. As a licensed attorney and consultant in private practice, David has managed litigation for small and medium sized corporations and has appeared as counsel on matters before most state courts in North Texas. He also serves as Country Manager for Philippine Family Health & Dental Plan, Incorporated and is responsible for multi-lateral negotiations between the Philippine government, multi-national corporations, end users and US based financiers.

Mr. Youngblood has advised Pharos Capital Group, a Dallas based private equity fund that invests in under capitalized businesses in urban and under served regions across the nation. In addition, he also serves as a principal consultant to the management team of Converge Global Trading Exchange, a leading independent distributor of electronic components, technology products and supply chain services. Specifically, Mr. Youngblood advises Converge on its NEXT PHASE operations, the firm’s technology and IT disposal division.

Prior to entering private practice, Mr. Youngblood served as Senior Policy Advisor and Counsel to United States Congressman Walter R. Tucker, III (D-CA). Mr. Youngblood provided strategic advice and counsel to the Congressman regarding a wide range of policy areas including but not limited to: Agriculture, Appropriations, Telecommunications, Technology, Foreign Affairs (Pacific Rim, Africa, Caribbean and Mexico.) and Trade. Mr. Youngblood served as the primary staffer for the House Committee on Small Business. He also served on the Congressional Black Caucus Task Force on the Budget.

In the area of Appropriations, Youngblood drafted report language and secured multi million dollars in direct Congressional funding for infrastructure projects in Southern California. Specifically, he worked with local governments and the Army Corps of Engineers to remove debris from the Compton Creek, a tributary of the massive Los Angeles River Project and part of the Corps 100 year flood plain. Mr. Youngblood’s work on the Compton Creek Project spawned a larger effort on flood plain management in the greater Los Angeles area.

Mr. Youngblood is a graduate of the University of Houston and Texas Southern University, Thur good Marshall School of Law, where he was a member of the Law Review.
